There is a new Sheriff in North Bay Village!


The Special Village Commission Meeting today July 22, 2013 at 6:30pm to hire Mr. Frank K Rollason marks yet another page in our village history. The three member commission dais consisting of Mayor Connie Leon-Kreps, Vice Mayor Eddie Lim and North Bay Island Commissioner Richard Chervony voted unanimously on hiring Mr. Rollason as our new Interim Village Manager. Treasure Island Commissioner Wendy Duval still recovering at home once again unable to participate because this matter is that urgent according to our Mayor.   Commissioner At Large Jorge Gonzalez out on vacation was absent as well.  The Mayor was all smiles ear to ear and is taking all the credit for initiating the hiring.

We could continue to illustrate the lack of transparency with the process; however it is beneficial for the village to table it for now. I must say that Mr. Rollason was well prepared and addressed the sequence of events that led to his hiring. His explanations were clear and thought out. I am satisfied enough with his explanation and he earned my vote of support.  

Commissioner Richard Chervony once again proved to be on target. He reminded the commission members that if they were comfortable voting with just three of them present; that he was ready to vote if they were.  Commissioner Chervony was referring to the commission meeting of June where the commission was unable to appoint board members because Vice Mayor Eddie Lim was absent, imagine that!  When it was readdressed on the Public Comments section, Vice Mayor Eddie Lim offered some silly explanation about having the right to a vacation totally not answering the question or understanding it.  However it is best to table that as well for now!

Turn the page, Mr. Rollason was impressive in setting the tone of his Village Interim Manager Administration reign. He explained that changes must come from the top. Starting with vacation needs to be first earned then taken. Additionally, vacation earned not taken would be lost   and not carried over. He detailed plans regarding the fire department cuts, police budget and changing the attitude that the way of doing business in the past has come to an end.  He acknowledged and praised the village staff and pledged to work hard and lead them in bringing the village out of our budget, contract and infrastructure problems. He appears to be the right man for the job. I was satisfied with his explanation, impressed with his resume and confident with his ability; time will tell. Let’s support Mr. Frank K Rollason our new Interim Village Manager until proven otherwise.  Good Luck Mr. Rollason for your sake as well as ours your success is our success!

The Positives and The Negatives!


North Bay Village “positives” and “negatives” let’s take a look. Positive, the Village Clerk Ms. Yvonne Hamilton is quiet and gets her work done. Positive, our Interim Manager Ms. Jenice Rosado and her staff gets the job done and can dialogue to make things better. Positive, Mr. Bert Wrains our Finance Director transparent, professional, resourceful and detailed, not afraid to say “I don’t know”. Positive, Public Works Director Rodney Carrero-Santana Professional, resourceful, detailed and no nonsense type of person.  Positive, most of our policemen are professional, caring and doing a superb job. Positive our garbage collection people do a fabulous job and have no problem accommodating our residents. Positive, North Bay Island Commissioner Richard Chervony is always prepared and not afraid to call it as he sees it. In addition he works hard to keep our residents informed.  Positive, Treasure Island Commissioner Wendy Duval in short time appears to have the ability and knowledge to get things accomplished. Currently Positive, FSM Landscaping Inc is improving their services and have been more visible doing their job, definitely an improvement. I am sure to have missed a few more, feel free to add.

The negatives, The Mayor, Vice Mayor and Commissioner at Large not taking our budget seriously and not having the courage to listen and make the necessary responsible budget cuts! This is a problem foreseen since 2011.  Negative, our police budget and over spending. Negative, the red light camera program makes money only for ATS, Inc.  and their answer is to add more cameras.   Our roads, speed bumps and sidewalks need repair. The Public Works grounds and facilities have deteriorated and are an eye sore. The Tot Lot needs the proper flooring, our children deserve nothing less! Our Building Codes need to be updated to the 21st Century and the costs to do business in North Bay Village need to be transparent and fair. Negative, no appointments to the Budget and Oversight Committee could have come in handy given the disarray of our Village finances.  Negative, the backdoor way that the commission is a hiring a new Interim Village Manager.  Negative, the cost of our legal department, I am sure to have missed a few, feel free to add.

I don't Know About You but this scares me!


I encourage all North Bay Village residents to log on to the North Bay Village website.  On Monday, July 22, 2013 at 6:30 PM a special North Bay Village Commission meeting will be held.  The proposed contract for hiring Mr. Frank Rollason as an Interim North Bay Village Manager is posted. I opposed the backdoor way in which Mr. Rollason has been hired. However, Mr. Rollason’s resume and credentials are excellent. Given the results of the first budget workshop it was apparent that this administration is unable to handle our financial needs with restraints and fiscal responsibility. Commissioner Richard Chervony and hopefully Commissioner Wendy Duval with the help of the Interim Village Manager Mr. Frank Rollason can influence the Mayor, Vice Mayor and the Commissioner At Large to begin making the necessary cuts and sacrifices to tame the budget monster.

As the budget for 2014 was presented and if all the suggested expenses are adopted there will be an increase from Fiscal Year 2013 of $ 5,330,317.00 to Fiscal Year 2014 of $ 7,879,948.00 a difference of $ 3,059,557.00. What does this mean? In ordered to make up for this increase the North Bay Village Real Estate Millage Rate would need to be raised to 9.2800 from 4.7772.  That’s a 95% increase on your taxes.

 Let’s say a $ 350,000.00 assessed value home paid @ 4.7772 the sum of $ 1,672.00 for the North Bay Village portion of the Real Estate Taxes.  Now at 9.2800 the same home will be paying $ 3,248.00. I don’t know about you but this scares me.

 Out of the proposed budget increase of $ 3,059,557.00 the Police Department portion is $ 1,689,529.00 from a Police Budget for 2013 of $ 3,182,368.00 to a proposed budget for 2014 of $ 4, 871,897.00. I don’t know about you but this scares me.

 Commissioner Wendy Duval will most likely be present at the next workshop and she will be a crucial participant to the process.  I wasn’t impressed at the urgency to make painful and necessary cuts by Commissioner Jorge Gonzalez, Vice Mayor Eddie Lim and Mayor Connie Leon –Kreps.  

It could be a tactic to scare us so that a raise of let’s say a Millage rate of 7.5000 won’t sound so terrible.  The same house assessed value @ $ 350,000.00 will now pay $ 2,625.00 it would seem like a bargain to pay $ 953.00 more a year from $ 1,672.00. I don’t know about you but this still scares me.

Finally a Productive North Bay Village Commission Meeting


Yesterday, North Bay Village’s commission meeting addressed two crucial issues affecting North Bay Village. In retrospect this was one of the most productive meetings in a long time.
 The continued funding of the IB (International Baccalaureate) Program received overwhelming support by the residents of North Bay Village. The commission voted unanimous to commit to the program and continue funding it beyond the 2013/2014 school year.

Finally the commission is recognizing that we are indeed having financial difficulties. Commissioner Richard Chervony is no longer alone with budget and financial concerns. Mayor Connie Leon-Kreps and Commissioner Jorge Gonzalez finally acknowledged that budget difficulties are indeed real.  Commissioner Wendy Duval is returning to the dais soon and will have no problem rejoining the team and getting back to work given her financial experience. Vice Mayor Eddie Lim will have no other choice but to get a crash course on local municipality finance; he will need to roll up his sleeves and get to work as well.

North Bay Village residents need to attend the Budget workshops and get involved.  Tomorrow, Thursday July 18, 2013 at 6 pm at Treasure Island Elementary School, the first workshop will be held.  We all need to work together and make all necessary cuts without affecting services.  Every department must be scrutinized with no exceptions, cuts, cuts and more cuts period.  Raising taxes should be kept to a minimum and as the last resort. I encourage all concerned North Bay Village residents to be there!

But let's stay home and remain positive!

The deficit is going to be paid with a new currency is called positive money! Withdrawals will be made from the National Negative Bank of North Bay Village! Or positive thinking from our mayor will magically vanish all our deficit and budgeting problems! The police department budget monster will be positively increased but not to worry withdrawals from the National Negative Bank of North Bay Village are not limited! Plus we have the ability to print as much positive money as we can possibly need!

I encourage all concern NBV residents to attend the budget workshops and attend all commission meetings and be heard!

We have major budget problems and our taxes will most likely have to double just to cover 2013-2014 budget! Not to mentioned expending practices that can surely lead us into bankruptcy! But let's stay home and remain positive!

We cannot seem to do anything right!


Our Mayor acts like a dictator and tramples over proper procedure, she calls it:”rolling up your sleeves, positive thinking and doing was best for the Village!” Further insulting everybody and says: If you don’t agree at least don’t create a problem or be negative.  Meaning if you disagree with her you are a negative, problem creating individual.  To make matters worse Vice Mayor Eddie Lim and At Large Commissioner Jorge Gonzalez appear to support the mayor on her strong arm tactics. It is becoming more and more nauseating to attend these meetings.  

 Today’s special commission meeting was to make public that Mr. Frank K Rollason miraculously called the Mayor, Vice Mayor and Commissioner at Large to offer his services as an Interim Village Manager  , leaving for the last moment the Commissioner for North Bay Island  and totally ignoring the Commissioner for Treasure island.  This all happened within forty eight hours? Is this the same commission that could not appoint members to a board because Vice Mayor Eddie Lim was absent? Treasure Island Commissioner Wendy Duval who was unable to attend today’s meeting, did that matter?

Hi Yvonne,

I would have liked to have been included in this meeting as I had no idea we were looking at appointing an outside interim City Manager.

Even though this is an interim position wouldn't this have called for interviews from the commission and possibly including other candidates? How much will this interim cost us? I didn't see numbers in the backup. Has a background check been conducted? Do we have references?

I will be leaving the hospital today and am not in a condition to be present during the meeting. Is there a way that I can participate via telecom?

Please advice.

Commissioner Richard Chervony felt even stronger about the matter and addressed those present with the following:

“I am still dumbfounded not quite 48 hours later, after receiving my first advisory notifying me of this meeting.  The lightning speed that it has taken for a non-emergency puts the recent tragedy at SHUCKERS to shame.   The Mayor’s attitude and actions mirror one mistake after the other.  You’d think she had learned with Shuckers.  Then the constituents wonder why no one applies

Tonight’s SPECIAL CALL adds another black eye to our history and redefines EMERGENCY!!!!!  The availability of an extremely qualified individual with an impeccable resume and extensive knowledge of how a Village should work has put the Mayor and the Vice Mayor to a speedily and hastily called meeting knowing that the we have FOUR MEETINGS scheduled for this month and we most definitely have a COMMISSIONER absent tonight as she underwent a planned procedure and motherhood this past Monday.  The possibility of having this Commissioner oppose these actions may have prompted this hastily called meeting and have further tainted the process.

This Village has a STRONG MANAGER type of leadership not a STRONG MAYOR as ours believes.  The problem that I see is not in staff but rather in the Mayor’s leadership skills.  The missteps that have been taken with how meetings are run resulting in numerous violations of rules of order, the incident at Shuckers, moving out of the Lexi and now with the revolving door that she has created in our employees under our direct control that dare to go against her wishes continue to make North Bay Village the laughing stock of South Florida.

Three months ago when the dais released the Manager of his duties, it was an overwhelming unanimous choice to appoint Ms. Rosado to the post.  It was less than a month ago at the last Commission Meeting where Ms. Rosado got glowing reviews from All the Commissioner on this dais.  Her herculean efforts at solving the Lexi issue and finding us a place to call home and yet keep the Village running have been overlooked.  All over a silly spat and not bending to one member of the dais.  It is unfortunate that our Mayor continues to strong arm employees into performing as she wishes otherwise you get the boot.    

Our Vice Mayor has shown he repeatedly follows her requests rather than have her wrath be enacted on him again.  She acts more as a mother figure than as a leader or a Mayor, reprimanding and scolding her chickees when they go out of turn and perform in a manner against her wishes.  Spineless may be a better definition.

It further surprises me tremendously that a capable and extremely qualified candidate for this job with the vast amount of knowledge of Public work as you have Mr. Rollason has deemed a non process as the way to re-enter the political fray.  This job has not been posted as it is not vacant; this job is not in need of filling as we have chosen an individual who has fulfilled all our expectations and then some.  Just last month I proposed assistance in the job and was rebuked fiercely by the other four members who comprise the dais.  Mr. Rollason, I don’t recall seeing your application to be considered Village Manager as one of the 25 submitted for our consideration.

The abuse of overstepping and creating a situation such as this, where no other candidate is even considered is totally an abuse of power.  There are numerous qualified and good candidates that would have applied for the position of Interim Village Manager if it had been posted and opened for public consideration.  In my eyes, Mr. Rollason you have just tainted yourself and the selection process.  It smells foul and should be investigated by the State Attorney’s Office for possible Sunshine Law Violations. 
 
I personally found out that there is only one candidate being considered by this dais at 9:30 PM on Tuesday evening when I received my Agenda for this meeting.  To me this process is foul, when two Commissioners, the Mayor and the Vice Mayor who has been absent the last three weeks, sign one piece of paper requesting a Special Commission Meeting for the Appointment of an Interim Village Manager.  The impression that I have gotten from this hasty process and the materials submitted is that these individuals have met with the candidate privately and that this may have created sunshine violations.

In brief this process has been very tainted.  Mr. Rollason, my vote is no reflection of the personal qualifications of you as the candidate, as I consider you extremely capable and am willing to work with you for the betterment of our community.  Mr. Rollason I can't promise you that the other members of this dais will give you a fair shot.  I can only speak for myself and of the flowing reviews that I have been able to obtain in a short period of times from your peers and coworkers.  I just wish this process had taken an open and transparent approach. I further wish that a full dais was sitting in on such an important vote and not hobbled by the medical absence of one of its members.”

 Mr. Frank K Rollason is extremely qualify and may indeed be able to help us. You can visit North Bay Village Official Website and see his impressive resume. Everyone agreed that he is more than qualify for the job. The concept is correct the process was not, therefore flawed; did it meet all the components Moral? Ethical? Legal? Transparent? You be the judge.

Finally, I salute Ms Jenice Rosado the exiting Village Manager who without question did an exceptional job. Ms Rosado was an inspiration to all and a true leader.
