North Bay Village Looking For A New Village Manger


Special Commission Meeting for North Bay Village April 1, 2013 called by Mayor Connie Leon-Kreps and Commissioner Richard Chervony was held at the makeshift village hall on the third floor of the Causeway Towers Building at 1666 Kennedy Causeway.  The tight and hot quarters where the meeting was held was indicative of the matter at hand.  The residents and commission all appeared uncomfortable with the temporary village hall arrangements.  The Pledge of Allegiance was recited without an American Flag present, a sign of the disorganization present in our local government; probably a product of our village manager’s lack of follow through.

A resolution of the village commission of North Bay Village, Florida terminating the employment agreement between Dennis Kelly and North Bay Village; authorizing the mayor to execute a severance and general release agreement on the behalf of the village; authorizing the expenditure of budget funds; and providing an effective date. (Introduced by Mayor Connie Leon-Kreps)

The commission agreed that the Village Manager Dennis Kelly’s job should come to an end. The lone vote against it was that of Commissioner Richard Chervony.  Essentially Commissioner Chervony wanted Mr. Dennis Kelly fired with cause rather than allowing the village manager to resign and terminated with the Severance Agreement. Although this position could be understood it may not be in the best interest of our village. Mayor Connie Leon-Kreps, Vice Mayor Eddie Lim, Commissioner Jorge Gonzalez and Commissioner Wendy Duval voted to allow Mr. Dennis Kelly to step aside and collect the Severance Agreement.  The agreement includes roughly a total severance package between $ 55,000.00 and $ 65,000.00 when it is finalized and will be effective immediately.  The total dollar amount includes salary, accrued sick days, vacation and the equivalent cost of health benefits in dollar amount. I disagree with Commissioner Chervony in principal because the Village does not need another legal battle that would definitely cost more than the severance package. The residents were given the opportunity to voice their opinion and in the end the general consensus agreed that Mr. Kelly is a nice person but incapable of doing his job.

The Commission voted 5/5 and the residents all agreed that Ms. Jenice Rosado was the best choice for Interim Village Manager. Ms. Jenice Rosado accepted the challenge and bowed to devote all of her resources to be a successful Interim Village Manager and the residents applauded her decision. The Village has turned a new page, let us make sure that past mistakes are not repeated…what or who is next!
